Final resolution

The Security Council,

Recalling the Universal Declaration of Human Rights,

Referring to the United Nations Millennium Declaration and supporting the ideas and aims of the "New Horizon" process,

Realizing the importance of solving the problems of international security aimed at bringing peace to the most difficult environments,

Being aware of the complicated security situation in the certain regions of the world, the majority of refugees and vulnerable groups of people,

Condemning cases and symptoms of racism, racial discrimination, xenophobia, genocide, gender inequality and intolerance regarding citizens of other nations, that may result in war conflicts,

Expressing readiness to reduce the number of refugees,

Expressing strong support for all the measures and international programs (such as “Children, not soldiers”) aiming at preventing terrorist activity and at inspiring people with the idea of preserving peace, equality and freedom,

Recognizing the vital importance and major responsibility resting upon the international community in giving an adequate assessment of the situation in regions with high concentration of flashpoints and in making important and urgent measures to resolve conflicts, to maintain the peace and to protect civilians,

Recalling the importance of principles of non-interference and regional cooperation,

 

1. Suggests strengthening the level of international monitoring of the peacekeeping process and human rights observance in the regions where the peacekeeping operations are held;

2. Suggests creating an international collaboration space of the Republic of Korea and the Democratic People’s Republic of Korea in the UN Security Council framework;

3. Proposes to take full responsibility for technical support (the Republic of Korea and other Member States on a voluntary basis);

4. Suggests to organize a constant association of countries which will provide complete financial support;

5. Proposes to decrease the number of peacekeeping operations that are not efficient anymore and to use the financial support for new projects;

6. Suggests developing further partnership with the International Red Cross and Red Crescent Movement while implementing peacekeeping operations in order to enhance interoperability thus providing appropriate conditions to transport physically challenged citizens and refugees from the zones of military conflicts;

7. Proposes to provide organizing a special committee to help countries if the Government itself asks for it (in case there is no government at all or it is illegitimate the other representatives may also ask for help);

8. Asks to take into account that peace can be maintained only if a comprehensive peace agreement is implemented;

9. Suggests the governments of conflict countries to create the special committee, responsible for monitoring the situation in this country;

10. Proposes the governments of conflict countries to let the special committee, mentioned previously, take over all powers in case of their disability;

11. Emphasizes the necessity of improving the special sequence of selecting the countries which will provide the required help to the conflict zone;

12. Requests the Fifth Committee of the General Assembly to introduce such a sequence, mentioned in previous statement;

13. Approves of developing further cooperation with regional and subregional organizations such as EU, AU, etc.;

14. Suggests the negotiation procedure, which should be organized before the necessary steps are executed;

15. Proposes the Security Council to take the authority to ensure the safety of members of parties during the negotiations;

16. Considers tailoring the cooperation to the local situation appropriate as far as it does not break any basic principle of peacekeeping and the Charter of the United Nations and organising the meeting between the confrontation sights;

17. Requests Committee on Peacekeeping Operations to create the departments of the Committee, which will specialise on the parts of the specific conflict which is described in the previous point;

18. Recalls for the right of participating in the specific department of the Committee to permanent members, to the members of border countries and the conflicting parties;

19. Considers that it is necessary to revise the rules of submitting the troops and to change the priority to the side of developed countries, highly trained and professional, instead of relying exclusively on less experienced military personals of developing states;

20. Proposes to prevent ethnic conflict with the use of “white helmets”;

21. Recommends the Committee on Peacekeeping Operations to work out the rules of engagement (individually in each case) and to decide whether deploying troops is appropriate;

22. Reiterates the necessity of minimizing peacekeeping costs;

23. Strengthens the promotion of the anti-war campaigns initiated by the UN representatives;

24. Recommends to create the appropriate conditions for developing local peacekeeping institutes (in non-developed regions);

25. Decides to remain seized of the matter.
