THE ROMAN INVASION OF THE BRITISH ISLES
The Romans with Julius Caesar at the head sailed to Britain in 55 B.C. & gave the land the name of Albion. Julius Ceasar brought the army of 10 000 men. The Britons fought desparately, but they were much weaker than the well-trained Romans, and soon fled. After the victory Julius Ceasar soon left Britain. The real invasion took place in 43 A.D. when the Roman Emperor Claudius decided to make Britain part of the Roman Empire. An army of 40 000 Roman soldiers landed in Britain (Kent). Many Britons had to accept the Roman way of life, but some of them tried to resist the enemies for about 20 years. Roman civilization brought straight, broad paved roads to England, the native language absorbed many Latin words. Many big towns were built along the roads, London, for example. The Roman army marched deep into the countryside & slowly they drove native Britons into the mountains of Scotland & Wales. The Romans built forts in Wales & in the north of England to protect their land. The fierce unconquered tribes of Picts & Scots hiding in the mountains & valleys of Scotland raided northern England again & again. The Emperor Hadrian decided to build a wall right across the country to control them. If you come to England, you can see Hadrian’s Wall, it is the most spectacular memorial to the Roman Empire in Britain. This immense barrier is an outstanding feat of military engineering. For over 250 years it stood as Rome’s northern frontier. 15 000 Roman soldiers guarded the wall, which was 120 km long & about 4 meters high. Every 8 km there was a large fort, which could hold up to 1000 Roman soldiers. About 1500 meters there was a small fort called a milecastle, which could hold up to 30 soldiers. The Romans guarded the wall all the time. If the tribes attacked, they ran for help or signalled with flags or fires. Much of the wall still exists today, & there is plenty to see along its whole length. As well as the better-known forts, there are smaller sites: turrets, milecastles, signal towers… In 383 the Roman legions began to leave Britain to fight in Gaul (France) against Barbarian tribes who were invading the Roman Empire. Задание № 10 THE POLITICAL SYSTEM OF GREAT BRITAIN The UK is a parliamentary monarchy. The head of the state is a king or a queen. Royal power is for life and is inherited by law. Monarchy in Britain was broken only once in the 17th century by Oliver Cromwell. The present monarch of the UK is Her Majesty Queen Elizabeth, II. She was born in 1925 and crowned in Westminster Abbey in London in 1953. The Queen and her husband Prince Philip have four children: Charles, Ann, Andrew and Edward. The royal family lives in Buckingham Palace in London. There are three branches of state power in the UK: legislative, executive and judicial. The highest organ of legislative power is Parliament which resides in Westminster Palace and consists of the Queen, the House of Lords and the House of Commons. The main function of Parliament is making laws of the country. The members of each House meet in session which begins in the end of October and lasts for about 160 days. All the time Parliament is in session a flag can be seen over the building. A king or a queen summons Parliament into session which is opened by his (her) speech from the throne, has the right to confer the titles of peer, baron, knight…etc, to appoint ministers, judges, diplomats, governors, bishops, officers in the army, navy and air forces. The House of Lords consists of peers, its members are not elected by the population. The chairman is Lord Chancellor. He sits on the woolsack – a large bag of wool covered with a red cloth. It shows that wool made England rich. The members of the House of Commons are elected for a period of 5 years. The chairman is the Speaker. He is elected by all the members of the House of Commons, but he never votes with them. However, if the votes are equal he votes with the government. The highest organ of executive power is the Cabinet of Ministers, headed by the Prime Minister (PM). The Cabinet carries out domestic and foreign policy of the state. Its members are elected by the Prime Minister who is the leader of the party in power. The party in power is the political party which has won the elections. The highest organ of judicial power is the Supreme Court. Its function is to interpret the Constitution and to decide on the disputed questions of law (civil, political, criminal, etc) As you know the monarchy today has no power. Elizabeth, II, the present queen, reigns but doesn’t rule. The UK has no single written constitutional document. Задание № 10 THE UNITED NATIONS The United Nations is an organization of sovereign nations representing almost all of humanity. It has as its central goal the maintenance of international peace and security. Additionally, its purposes call for the development of friendly relations among nations based on equal rights and self-determination of peoples and, through international co-operation, the solution of problems of an economic, social, cultural and humanitarian nature. The United Nations is the meeting-place where representatives of all member states — great and small, rich and poor, with varying political views and social systems — have a voice and an equal vote in shaping a common course of action. The United Nations has played, and continues to play, an active role in reducing tension in the world, preventing conflicts and putting an end to fighting already under way. There are six main organs of the United Nations — the General Assembly, the Security Council, the Economic and Social Council, the Trusteeship Council, the Secretariat and the International Court of Justice. The Court has its seat at the Hague, Netherlands. All other organs are based at the United Nations Headquarters in New York. Members of the General Assembly talk to each other in many languages, but officially there are only six — Arabic, Chinese, English, French, Russian and Spanish. The Secretariat services the other organs of the United Nations and administers the programmes and policies laid down by them. Over 20,000 men and women are employed by the United Nations with about one-third of them at the Headquarters and the other two-thirds stationed around the globe. Staff members are recruited primarily from member states and are drawn from more than 140 nations. As international civil servants, each takes an oath not to seek or receive instructions from any government or outside authority. Working for the United Nations, mostly "behind the scenes" at the Headquarters, are linguists, economists, editors, social scientists, legal experts, librarians, journalists, statisticians, broadcasters, personnel officers, administrators and experts in all the varied fields of activity covered by the United Nations. They prepare the reports and studies requested by various bodies of the United Nations; they issue press releases and produce publications, broadcasts and films giving information about the United Nations; and they perform the administrative duties needed to implement resolutions adopted by the various organs. In addition, there are stenographers, clerks, engineers and technicians, tour guides and also a body of security officers in blue-grey uniforms who are responsible for the security of the United Nations Headquarters. At the head of the Secretariat is the Secretary-General. The main Headquarters of the United Nations are based in New York. The United Nations Organization Secretariat occupies the higher building. The United Kingdom of Great Britain and Northern Ireland is situated on the British Isles — a large group of islands lying off the north-western coast of Europe and separated from the continent by the English Channel and the Strait of Dover in the south and the North Sea in the east. The British Isles consist of two large islands — Great Britain and Ireland — separated by the Irish Sea, and a lot of small islands, the main of which are the Isle ofWight in the English Channel, Anglesea and the Isle of Man in the Irish Sea, the Hebrides — a group on islands off the north-western coast of Scotland, and two groups of islands lying to the north of Scotland: the Orkney Islands and the Shetland Islands. The biggest cities of Great Britain are London Birmingham, Glasgow, Liverpool, Manchester, Edinburgh, and Cardiff. Great Britain is a parlimentary monarchy. Officially the head of the state is the Queen (or the King). However, the power of the Queen in Great Britain is not absolute. She acts only on the advice of the ministers and Parliament. There is no written constitution in Great Britain. The main principles of British legislation are expressed in other documents, like "Magna Charta", "Habeas Corpus Act", "Bill of Rights", the Parlimentary Act which decided the position of the House of Lords, the Judicature Act, etc. The British legislation does not provide written guarantees of individual political rights. Parliament in Great Britain exits since 1265 and is the eldest Parliament in the world. It consists of two Houses — the House of Lords and the House of Commons. The House of Lords consists of 1000 peers who are not elected by the people. The House of Commons is a nation-wide representative body which is elected by the people at a general election not less friequently than once in 5 years. After the general election the Queen appoints the head of the government — the Prime Minister. As a rule the Prime Minister is the leader of the party that has won the election. The Prime Minister appoints the ministers to compose the government. There are two main political parties in Great Britain: the Conservative party and the Labour party. The Concervative party came into being in the 19th century as a result of the evolution of the Tory party. The Labour party was founded in 1900. Since 1906 it has borne the name of the Labour Party. Oliver Cromwell
The centuries-long rivalry between the Crown and.Parliament came to an open fight in the 17th century. The king of England was Charles I, a young man who wanted to rule over England without Parliament. He needed money for wars, but Parliament refused to give it. In 1642 Charles I tried to arrest some.members of Parliament, but could not do it. Then he left Parliament and never came back as a king. Members of Parliament decided to build up an army to fight against the king, and gave money to teach the soldiers. But they understood that courage alone was not enough to win battles. It was necessary to have a strong leader who would train the army and lead it. Such a leader was found. It was Oliver Cromwell. Cromwell was a member of Parliament. He was a country gentleman, a rough man, unskillful as a speaker, but known for his strength of character and his deep sincerety and religious feeling. Cromwell trained his soldiers in complete obedience, filled them with the desire to fight for freedom, Parliament and religion. His famous order was: "Trust in God and keep your powder dry." Many thousands of soldiers were killed during the Civil War. In 1644 a Scottish army of 20,000 men came to help Cromwell. In the battle near the town of York the Parliamentary army won a victory and the king's army was defeated. Charles I was brought to trial in London and accused of having made war on his people and of being an enemy of his country. He was found guilty1 and sentenced to death. In January 1649 Charles was beheaded. In the same month the Parliamentary government came to power and proclaimed England a republic. Cromwell got the title of Lord Protector. Cromwell ruled the country firmly, but he did not like to be contradicted, and finally dismissed Parliament. During the last years of his life he became a dictator who ruled the country without the council of the people. The English Republic, the first republic in Europe, did not justify the hopes of the people. In September 1658 Oliver Cromwell died. The political instability that followed his death led to the demand for the restoration of monarchy. Margaret Thatcher is the second daughter of a grocer and a dressmaker, who became the first woman in European history to be elected Prime Minister. Then she became the first British Prime Minister in the twentieth century who won three consecutive terms. At the time of her resignation in 1990, she was the longest-serving Prime Minister of Britain since 1827. Some people consider her a true political revolutionary because she broadened the base of the Conservative Party, including the middle class along the wealthy aristocracy. Margaret Thatcher was born on October 13, 1925, Lincolnshire, England. She was a clever child, in life she decided to become a member of Parliament. She was educated at Somerville College at Oxford University. She earned a master of a degree from Oxford in 1950 and worked for a short time as a research chemist. In 1950 she married Den' Thatcher, a director of a paint firm. After her marriage she specialized in tax law. In the 1959 elections Thatcher won a seat in Parliament. Because of her debating skills she soon became prominent among other politicians. In 1974 she became the leader of the Conservative Party. When the Conservatives won a decisive victory in the 1979 general elections, Thatcher became Prime Minister. As Prime Minister she limited government control, giving individuals greater independence from the state and ending government interference in the economy. Thatcher became known as the Iron Lady because of her strict control over her cabinet and the country's economic policies. During her third term Thatcher continued the "Thatcher revolution" by returning education, health care and housing to private control. Margaret Thatcher resigned from office in 1990. Margaret Thatcher is certainly an outstanding figure in Britain's political life. According to political observers, she brought long-needed changes to British government and society.

The form of American government is based on the Constitution adopted in Philadelphia in 1787. Since that time many amendments were adopted. The first ten of amendments to American Constitution are known as the Bill of Rights. The US government makes & enforces laws, collects taxes, provides services for the people, protects individuals & their propriety and works for national & international security. Abraham Lincoln described the US government as “ the government of people, by the people & for the people”. TheUS government negotiates with other governments & participates in inter-national organizations to promote peace, health & education. It has its powers to declare war & to conclude peace pacts. It keeps the armed forces & can draft citizens for military service. The political system of the USA consists of three branches: the legislative branch, the executive branch & the judicial branch. Each branch is independent from the other two ones. The highest organ of the legislative power is Congress which consists of the Senate & the House of Representatives. The Senate & the House of Representatives meet in different chambers in the Capitol in Washington. D.C. Congress makes laws, levies federal taxes, declares war or puts foreign treaties into effect. The Senate has 100 members. Each state regardless of its territory & population has 2 senators who serve 6-year terms. The Vice President of the USA presides over the Senate. The House of Representatives consists of 435 members. They are elected for a period of 2 years. Each state sends a different number of men according to the population of the state. Thus, California has 52 members while Alaska, Delaware & some other states only one. The executive branch consists of the President and his Cabinet. The President is the head of the state, he lives in the White House in Washington, DC. A President must be a natural born citizen of the USA or the resident of the country not less than 14 years. A President must be over 35 years old. He is the Commander-in-Chief of the Armed Forces & the head of the state. The President & Vice President are elected for a 4-year term & may be in office not more than 2terms. A famous President, Franklin Roosevelt, was elected 4 times, but since that time the Congress has passed a law making anything longer than 2 terms illegal. The process of getting the new president into office is called 'Inauguration'. The new president takes office at noon of January, 20 of the year following the elections. He takes the oath & delivers his speech on the steps of the Capitol. The highest organ of the judicial power is the Supreme Court. It has one Chief Justice & 8 Associated Justices. The President appoints these men for life, but they must be approved by the Senate. The decision of the Supreme Court is final. Its high dome, containing the remarkable Whispering Gallery, is a prominent landmark towering above the multi-storeyed buildings which line the river-bank. The Tower of London was one of the first and most impressive castles built after the Norman invasion of England in 1066. Since the times of William, I various kings have built and extended the Tower of London and used it for many purposes. The Tower has been used as a royal palace, an observatory, an arsenal, a state prison, and many famous and infamous people have been executed within its walls. It is now a museum. The Abbey is also known for its Poet’s Corner. Graves and memorials to many English poets and writers are clustered round about. Buckingham Palace is the official residence of the Queen. The West End is the richest and most beautiful part of London. It is the symbol of wealth and luxury. The best hotels, shops, restaurants, clubs, and theatres are situated there. There are splendid houses and lovely gardens belonging to wealthy people. The East End is the poorest district of London. There are a lot of factories, workshops and docks here. The British Parliament is the oldest in the world. It originated in the 12th century as Witenagemot, the body of wise councellers whom the King needed to consult pursuing his policy. The British Parliament consists of the House of Lords and the House of Commons and the Queen as its head. The House of Commons plays the major role in law-making. It consists of Members of Parliament (called MPs for short). Each of them represents an area in England, Scotland, Wales and Ireland. MPs are elected either at a general election or at a by-election following the death or retirement. Parliamentary elections are held every 5 years and it is the Prime Minister who decides on the exact day of the election. The minimum voting age is 18. And the voting is taken by secret ballot. The election campaign lasts about 3 weeks. The British parliamentary system depends on political parties. The party which wins the majority of seats forms the government and its leader usually becomes Prime Minister. The Prime Minister chooses about 20 MPs from his party to become the cabinet of ministers. Each minister is responsible for a particular area in the government. The second largest party becomes the official opposition with its own leader and "shadow cabinet". The leader of the opposition is a recognized post in the House of Commons. The parliament and the monarch have different roles in the government and they only meet together on symbolic occasions, such as coronation of a new monarch or the opening of the parliament. In reality, the House of Commons is the one of three which has true power. The House of Commons is made up of 650 elected members, it is presided over by the speaker, a member acceptable to the whole house. MPs sit on two sides of the hall, one side for the governing party & the other for the opposition. The first 2 rows of seats are occupied by the leading members of both parties (called "front benches") The back benches belong to the rank-and-life MPs. Each session of the House of Commons lasts for 160-175 days. Parliament has intervals during his work. MPs are paid for their parliamentary work and have to attend the sittings. As mention above, the House of Commons plays the major role in law making. The House of Lords has more than 1000 members, although only about 250 take an active part in the work in the house. Members of this Upper House are not elected, they sit there because of their rank, the chairman of the House of Lords is the Lord Chancellor. And he sits on a special seat, called "Woolsack" The members of the House of Lords debate the bill after it has been passed by the House of Commons. Some changes may be recommended and the agreement between the two houses is reached by negotiations.
