RULE 20. Motion for Closure of the Debate
1. The Motion for Closure of the Debate immediately terminates all discussions on a particular item of the Agenda and brings all Resolutions on the floor or matters under consideration to vote. 2. A Delegate may at any time when the floor is open, but not during speeches, introduce a Motion for Closure of the Debate. The Motion requires the support of a second Delegate. The President may rule out the Motion for Closure of the Debate. The decision of the President is subject to appeal and can be ruled out by two thirds of Delegates present. 3. The Motion for Closure of the Debate is non debatable. 4. The votes of the two thirds Delegates present are required for the Motion for Closure of the Debate to pass. RULE 21. Motion to Suspend the Meeting 1. The Motion to Suspend the Meeting is a motion to hold a small break. 2. A Delegate may at any time when the floor is open, but not during speeches, introduce a Motion to Suspend the Meeting. The Delegate shall explain the purpose of the motion and propose the time for suspension. The Motion requires the support of a second Delegate. The President may rule out the Motion to Suspend the Meeting. The decision of the President is subject to appeal and can be ruled out by two thirds of Delegates present. 3. The Motion to Suspend the Meeting is non-debatable. 4. The votes of a simple majority of the Delegates present are required for the Motion to Suspend to pass. RULE 22. Motion for Adjournment of the Meeting 1. The Motion for Adjournment of the Meeting suspends the meeting for the day. 2. A Delegate may at any time when the floor is open, but not during speeches, introduce a Motion for Adjournment of the Meeting. The Motion requires the support of a second Delegate. The President may rule out the Motion for Adjournment. The decision of the President is subject to appeal and can be ruled out by two thirds of Delegates present. 3. The Motion for Adjournment is non-debatable. Rules governing Moderated Caucus apply. The debate on the Motion for Adjournment shall not exceed five (5) minutes. 4. The votes of the two thirds Delegates present are required for the Motion for Adjournment to pass. RULE 23. Precedence of Points and Motions Points and Motions will be considered in the following order of preference: 1. Points in order at any time including during speeches and voting procedure a. Point of Personal Privilege (Rule 13) b. Point of Order (Rule 14) 2. Point in order when the floor is open a. Point of Parliamentary Inquiry (Rule 15) 3. Non-debatable motions in order when the floor is open a. Motion for Closure of the Debate (Rule 20) b. Motion for Adjournment of the Meeting (Rule 22) c. Motion for Suspension of the Meeting (Rule 20) d. Motion for Caucus (Rule 17) e. Motion for Moderated Caucus (Rule 18) f. Motion to Moderate the Speaking Time (Rule 11) 4.
