Internal and external aspects of securityThe link between EU-internal and external aspects of security is becoming more and more obvious. There are many security-related components developed in several EU programmes. They may not relate specifically to CFSP/ESDP, but are relevant to the internal security of the Union and for co-operation with partners outside the EU. The counter-terrorism roadmap which is regularly updated by the Council and the Commission is a case in point. Relevant policy areas in this field include: security of supply and energy stock reserves, the Single European Sky, GALILEO, protection of critical infrastructure, cybercrime, air transport and aircraft security. Considerable activity is carried out by the Commission in the field of Non proliferation and disarmament: concrete actions include Joint Actions with the Russian Federation, export controls on dual use goods. Also such areas which concern the improvement of security inside the European Union are regularly being discussed with external partners such as the United States in order to exchange experiences and improve coordination. Co-operation with EU Institute of Security Studies, EU Satellite Centre The Commission participates in the Boards of the European Union Institute for Security Studies (EU ISS) and the European Union Satellite Centre, (EUSC) two organisations that were inherited from existing Western European Union (WEU) structures to become the first two CFSP agencies that directly report to the Council Secretariat and the PSC. Commission participation is particularly important to ensure the EUSC obligation for a close and effective collaboration with the Commission's Joint Research Centre; also the coherence of the EUSC work within the European Space Programme and GMES (Global Monitoring for Environment and Security).
