Presidents in countries with a democratic or representative form of government are usually elected for a specified period of time and in some cases may be re-elected by the same process by which they are appointed, i.e. in many nations, periodic popular elections. The powers vested in such presidents vary considerably. Some presidencies, such as that of Ireland, are largely ceremonial, whereas other systems vest the President with substantive powers such as the appointment and dismissal of prime ministers or cabinets, the power to declare war, and powers of veto on legislation. In many nations the President is also the Commander-in-Chief of the nation's armed forces, though once again this can range from a ceremonial role to one with considerable authority.

In states with a presidential system of government, the president exercises the functions of Head of State and Head of Government, i.e. he or she directs the executive branch of government.

Presidents in this system are either directly elected by popular vote or indirectly elected by an electoral college or some other democratically elected body.

In the United States, the President is indirectly elected by the Electoral College made up of electors chosen by voters in the presidential election. In most U.S. states, each elector is committed to voting for a specified candidate determined by the popular vote in each state, so that the people, in voting for each elector, are in effect voting for the candidate. However for various reasons the numbers of electors in favour of each candidate are unlikely to be proportional to the popular vote. Thus in four close U.S. elections (1824, 1876, 1888, and 2000), the candidate with the most popular votes still lost the election.

In Mexico, the president is directly elected for a six-year term by popular vote. The candidate who wins the most votes is elected president even without an absolute majority. The president may never get another term. The 2006 Mexican elections had a fierce competition, the electoral results showed a minimal difference between the two most voted candidates and such difference was just about the 0.58% of the total vote. The Federal Electoral Tribunal declared an elected President after a controversial post-electoral process.

In Brazil, the president is directly elected for a four-year term by popular vote. A candidate has to have more than 50% of the valid votes. If no candidates achieve a majority of the votes, there is a runoff election between the two candidates with most votes. Again, a candidate needs a majority of the vote to be elected. In Brazil, a president cannot be elected to more than two consecutive terms, but there is no limit on the number of terms a president can serve.

Many South American, Central American, and African nations follow the presidential model.

42Concept of race and ethnicity

Race and ethnicity in the United States Census, defined by the federal Office of Management and Budget (OMB) and the United States Census Bureau, are self-identification data items in which residents choose the race or races with which they most closely identify, and indicate whether or not they are of Hispanic or Latino origin (the only categories for ethnicity).[1][2]

The racial categories represent a social-political construct for the race or races that respondents consider themselves to be and "generally reflect a social definition of race recognized in this country."[3] OMB defines the concept of race as outlined for the US Census as not "scientific or anthropological" and takes into account "social and cultural characteristics as well as ancestry", using "appropriate scientific methodologies" that are not "primarily biological or genetic in reference."[4] The race categories include both racial and national-origin groups.[5]

Race and ethnicity are considered separate and distinct identities, with Hispanic or Latino origin asked as a separate question. Thus, in addition to their race or races, all respondents are categorized by membership in one of two ethnic categories, which are "Hispanic or Latino" and "Not Hispanic or Latino". However, the practice of separating "race" and "ethnicity" as different categories has been criticized both by the American Anthropological Association and members of U.S. Commission on Civil Rights.[6][7]

In 1997, OMB issued a Federal Register Notice regarding revisions to the standards for the classification of federal data on race and ethnicity.[8] OMB developed race and ethnic standards in order to provide "consistent data on race and ethnicity throughout the Federal Government. The development of the data standards stem in large measure from new responsibilities to enforce civil rights laws." Among the changes, OMB issued the instruction to "mark one or more races" after noting evidence of increasing numbers of interracial children and wanting to capture the diversity in a measurable way, and after having received requests by people who wanted to be able to acknowledge their or their children's full ancestry rather than identifying with only one group. Prior to this decision, the Census and other government data collections asked people to report only one raceThe traditional definition of race and ethnicity is related to biological and sociological factors respectively. Race refers to a person's physical appearance, such as skin color, eye color, hair color, bone/jaw structure etc. Ethnicity, on the other hand, relates to cultural factors such as nationality, culture, ancestry, language and beliefs. For example, take the Caucasian race. The physical characteristics of Caucasians were described by M. A. MacConaill, as being "light skin and eyes, narrow noses, and thin lips. Their hair is usually straight or wavy". Caucasoids are said to have the lowest degree of projection of the alveolar bones which contain the teeth, a notable size prominence of the cranium and forehead region, and a projection of the midfacial region. A person whose appearance matches these characteristics is said to be a Caucasian. However, there are many ethnicities within the Caucasian race e.g. Irish, Welsh, German, French, Slovak etc. What differentiates these ethnic groups from each other is their country of origin, language they speak, cultural heritage and traditions, beliefs and rituals.

This may result in the adoption of a new constitution, a constitutional amendment, a law, the recall of an elected official or simply a specific government policy. It is a form of direct democracy. “Referendums is logically preferable as a plural form meaning ballots on one issue (as a Latin gerund, referendum has no plural). The Latin plural gerundive referenda, meaning things to be referred, necessarily connotes a plurality of issues.”

In the United States, a plebiscite is typically known as an initiative when originating in a petition of ordinary citizens, and as a referendum only if it consists of a proposal referred to voters by the legislature. A plebiscite can be considered a kind of election and is often referred to as such in the U.S. (an election literally means a choice). In other countries, the term election is often reserved for events in which elected representatives are chosen.
