Concept of formation of uniform economic space
Previous EvrAzES the Customs union became important step in the course of regional integration. Within the limits of the Customs union the concept of formation of uniform economic space is defined, mutual convertibility of currencies is entered, measures on interaction currency-financial systems are coordinated, on 60 % custom duties of Kazakhstan, Belarus and Russia are coordinated, there is begun nontariff regulation concerning the third countries, the basic directions of structural reorganization of economy of the countries of the HARDWARE are coordinated. In legal and organizational spheres there is begun harmonization of national tax, trading, customs, currency-financial legislations. Also work on social policy harmonization is conducted. In the humanitarian to sphere the visa-free regime of moving of citizens is entered, the simplified order of reception of citizenship of the countries of the HARDWARE is coordinated, the legal system of a recognition and equivalence of documents on formation, scientific degrees and ranks is created.
As to EvrAzES, this organization became result of incomplete efficiency and realization of organizational potential of the HARDWARE. For the reasons of absence of supranational functions, untimely ratification of the accepted documents, absence at the HARDWARE of the status of the international organization, infringement of arrangements by the countries-participants and absence of rigid control and sanctions for infringements, and also on a number of many other reasons, the HARDWARE did not become effective body of regional cooperation what as consider many, became subsequently EvrAzES.
Today EvrAzES consider as key prospect of regional economic cooperation. At present EvrAzES is the international organization, officially recognised United Nations.
Priority directions of EvrAzES. From the end of 90th years of the country of region have passed to a trajectory of a sustainable development (fig. 1,2) that has created more favorable conditions for development of integration cooperation. The strategic document - Priority directions of development of EvrAzES on 2003-2006 and the subsequent became year a basis for the further expansion and deepening of regional integration within the limits of EvrAzES. Priority directions of development of EvrAzES include: carrying out of the coordinated external economic policy, formation of the customs and transport unions, creation of the general power market. To priorities also are carried: formation of the general financial market and development of currency integration, cooperation in real sector of economy, creation of a common market of services. The great attention is given cooperation in agroindustrial sector, to the coordination budgetary and a tax policy, questions of socially-humanitarian and legal spheres, to regulation of migratory processes.

The document has been developed for the purpose of activization of integration processes in region, accelerations of formation of uniform economic space, realization of the general and individual benefits of the countries-participants of community, maintenance of joint protection against the external economic influences from the third countries, developments of a common market of Community and increase of a standard of living of citizens of the countries EvrAzEs.
Taking into account achievements of previous EvrAzES of the integration organizations which were at present integrated into the Euroasian Economic Community, it is possible to speak about advancement with confidence Processes of the regional development especially obvious after 1995. It is necessary to notice that since then integration constantly promotes increase of level and quality of life of the population of the countries EvrAzEs (fig. 3-5).
ЕврАзЭС today and the Customs union. In EvrAzES formation of a zone of free trade that is obligatory and important step to formation of the customs union is finished. Now in EvrAzES intense training of documents on formation of the customs union which, owing to unavailability of some countries of Community can be created while only three states (Kazakhstan, Belarus, and the Russian Federation) is conducted. Kyrgyzstan and recently (January, 2006) Uzbekistan which has entered the organization at the given stage can't provide all legal base for creation of high-grade customs union EvrAzEs. Tajikistan is ready to start the further initiatives of formation of the customs union, however, because of absence of geographical borders with three succeeding countries of Community also, unfortunately, is compelled to be among outsiders of active processes on formation of the customs union. At the informal summit of heads of the states EvrAzEs in Sochi on August, 15-17th, 2006 on which the question of the customs union was discussed, the president of Tajikistan E.Rakhmonov has called Kyrgyzstan and Uzbekistan for activization of processes on preparation of documents for customs union EvrAzEs.
Concerning the coordination of the general custom duties of the countries EvrAzEs which at present are on a mark of 62 % within the limits of three states (Kazakhstan, Belarus, Russia), to the middle of 2007 is planned to reach coordinations on 75 % - 80 %.
Kyrgyzstan having the obligation to the World Trade Organization, despite possibilities of entering of amendments in the agreement from the WTO on this point in question which is now considered by the Kirghiz party, has coordination ОТТ with other members of EvrAzES only on 30 %. In general, formation of the general custom duties of the countries EvrAzEs and the customs union goes while a little slowly, however, it is necessary to notice that all countries-participants EvrAzEs carefully try to coordinate the positions in the given sphere and in accession to WTO questions so that WTO membership of these countries couldn't affect the general workings out of economic projects in any way and decisions within the limits of EvrAzES. Along with it as Secretary general EvrAzEs G.Rapota in one of the interviews hasn'ted following the results of the summit in Sochi, considering all complexities of preparation, consideration, the coordination and ratification necessary for formation of the customs union of the documents, full end of these processes is expected by the end 2007 - to the beginning of 2008 [9, с.107].
The transport union
Development of transit potential of the countries-participants EvrAzEs is one of the community main tasks, as performance of priorities in the given sphere inseparably linked with trading cooperation of the states EvrAzEs and formation of uniform economic space.
