Exercise 1. Analyse the given machine translation as for its grammatical and stylistic mistakes. Propose your own interpretation.

1. There is a remarkably rich philosophic literature on the relationship of tolerance to social organization. There is a good deal of legal literature that also seeks to link law, or more properly, the rule of law and implicitly tolerance to the promotion and defense of political orders that are democratic and human rights sensitive. An implied but often unexplored assumption behind this perspective is that at a pre- or even metaconscious level there is a value that infuses all deliberate efforts to promote or defend the rule of law, viz., the precept of “Tolerance”. In the literature on law, the relationship between tolerance and intolerance is often tied to the tension between law on the one hand, andjustice on the other. This raises the question of tolerating civil disobedience, the morality of non-violence or violent resistance to unjust social orders or institutions.

In 1875, geographers of the old Hungarian Kingdom erected a monument in a remote region of their country that carried the following inscription: “Precise instruments have confirmed this point where the latitude and longitude lines meet as the center of Europe”. Just over a century later, in 1977, the former Soviet authorities, who by then ruled the area, erected a second monument to mark the center of the Continent that stretches from the Arctic shores of Norway in the north to the beaches of Crete in the South, and from the coast of Ireland in the West to the Ural Mountains in the East. The precise center where the monuments are located is near the village of Dilove (formerly Trebusany) in the foothills of the north-central Carpathian Mountains that from time immemorial has been inhabited by an East Slavic people called Carpatho-Rusyns, or simply Rusyns (sometimes in English: Ruthenians). Thus, in geographic terms, the Rusyns are not a peripheral group, but rather one whose homeland – Carpathian Rus’ – is literally located in the heart of Europe.

6. Support for NATO expansion had grown during 1993, publicly driven by political enthusiasm both in the US Congress and in the Vysegrad countries. It was checked in fall by the spectre of chaos and civil war in Russia, as Yeltsin struggled democracy in Russia, paradoxically by sending in the tanks against the Parliament. Even though there was never a real prospect of early NATO expansion, Partnership for Peace appeared to many as an attempt to evade the membership question and buy time.

Exercise 2. Correct the given machine translations using the editing marking.

1. Many of these inquiries might be regarded as simply the pursuit of the venerable philosophical task of clarifying a matter which is puzzling and which no one else is concerned to clarify, i.e. (if you will) as preliminary, quasi-scientific speculation concerning an essentially scientific question which is not at the moment capable of being treated as such. Philosophy has traditionally been the repository of such problems. But, from the history of semantics, it is apparent that other philosophical motives have been present from early times. For example, certain epistemological and metaphysical problems have been regarded as involving the question of what meaning is. The fact that the answers to some of these questions are not clear even now would itself be sufficient to explain why philosophers are still concerned with analyzing the concept of meaning.

3. The Colorado University Report on unidentified flying objects (UFOs) was published in January 1969. It was in three volumes and numbered nearly 1,500 pages. It was bleak and uncompromising. Nearly all the UFO sightings, said the report, were related to ordinary objects such as aircraft, satellites, balloons, street lights, clouds or other natural phenomena. The scientific committee headed by Professor Edward Condon said they had found no evidence whatever for the claim that any UFOs are spacecraft visiting earth from another civilization. They dismissed as ludicrous the notion that American authorities had captured extraterrestrial craft and were keeping quiet about it.

4. The number of members in the House of Representatives is fixed by the Congress at the time of each apportionment; sinee 1912, it has remained constant at 435. 5. The commanding literary expression of the seventeenth century was the drama. It is equally evident that the commanding literary expression of the nineteenth century was the novel. What is also missing is determined international leadership for bringing together the necessary coalitions of countries to cope with the flood of turmoil around the world. Finally we need a better international regime for the coordination of conflict prevention efforts. This requires not only a significantly greater transfer of funds, but also a more effective cooperation between the existing international organizations.

7. What is true of the press in relation to government is also true in its relation to other institutions and special-interest groups. The press acts as intermediary, transmitting information about business, education, scientific development, culture — and also providing public feedback. The objective is understanding between the institutions and their publics in the interest of an open and a smooth-fiinclioning society. As with government, conditions exist for secrecy and news management by these other institutions- Business, universities, school system, scientific "think tanks", and museums have public relations officials whose inclination is lo emphasize good points and minimize bad ones. Thus, as surrogate for the public, the press plays the adversary, monitoring for fraud, mismanagement, and misuse of public funds.

Exercise 4. Explain why the Russian words similar in form cannot be used as substitutes for the English words in bold type.

1. Tolstoy devoted the remainder of his life to writing little pamphlets, preaching peace and love and the abolition of poverty. 2. The navigator on an aircraft must have a good eye for spotting the slightest error in case the robot pilot goes out of control. 3. The boy is quick and accurate at figures. 4. He kept that TV going from noon till long past midnight. Away from it for any length of time he actually became confused and disoriented. 5. His faith in himself and his project was a delicate thing at best. 6. She smiled and Joe was touched suddenly by the very special beauty of the lady — by the still-young blue of eyes that were more deeply sympathetic than truly young eyes could ever be. 7. This indecision consumed the better part of an afternoon. It was typical of the kind of paralysis into which his mind had fallen. 8. Covering a portion of wall from ceiling to floor, were several long strips of paper on which had been painted in black the legend: "It’s later than you think." 9. We met at the academy, roomed together and immediately felt that rare and wonderful rapport that lights up when two people get along beautifully. 10. Efforts have been made to show that Wishart carried his doctrine into practice; that he was an agitator and may well have been an intermediary in the murder plot against Beaton.

Exercise 5.Translate the following sentences with particular attention to the translation of pseudointernational words.

1. The heaviest blow that the atom bomb fanatics got, however, came with the dramatic announcement that the Russians also have got the bomb. 2. As they participate in the fight for dramatic reforms, large sections of the population come to realize the necessity of unity of action with the working class and become more active politically. 3. The Administration, of course, is loath to contemplate such a fundamental change in its foreign policy. The stakes are too high and American bonds with Europe too numerous to permit such a dramatic situation. 4. The Prime Minister’s dramatic European move was timed to divert public at­tention from the more dismal news of Rhodesia. 5. There is a popular tendency, among most newsmen and radio and TV com­mentators, to portray Congressmen as men who are working themselves to death, sweating and suffering heart attacks to serve the people. 6. He seems to have excluded himself from the vice-presidential candidacy at a time when the public opinion polls report that he is того, popular than both the President and the Vice-president. 7. The Prime-Minister will reply to the speeches on Monday, after informal talks last night, this evening and tomorrow with the Commonwealth Prime Minis­ters, who have been invited in three groups. 12. The differing agricultural policies of the Six and the Seven and the question of supranational authorities in Europe were two other obstacles which the former Foreign Secretary mentioned in Parliament on July 25. 13. To get the kind of Budget the country needs means a fight for a different policy within the Labor movement. 14. This policy will ensure that successive currency crises do not affect the level of economic activity and overall welfare of the nation. 15. The meeting expressed the hope that the remaining points of differences would be settled when the conference on the cessation of nuclear tests is resumed in Geneva. 16. The main item on the agenda, and one over which most differences exist, was the proposed nuclear non-proliferation treaty. 17. A conspiracy is being brewed in Wall Street and Washington to deny the people any choice in the Presidential elections. The tactic is to suppress the issues and blur any differences between the Republican and Democratic candidates. 18. A general strike is one which affects an entire industry, an entire locality or a whole country. 19. Disarmament will release for civilian employment millions of people now serving in the armed forces and war industries. 20. This fact is recognition of the weight and power of public opinion, of its growing influence on international developments. 21. Already very many sections of the Labor, trade union and cooperative movements support policies on these lines. Their members number millions. 22. Such development would emphasize the region’s economic importance and growth potential which would reflected in its population growth, housing and overspill problems. 23. The Prime Minister said that the Government was prepared to set up pub­licly owned enterprises in the development areas. 24. Whereas, before 1914, only professional diplomats were entrusted with international negotiations, a new development began to take place: the appear­ance of statesmen on the scene, and the creation of a number of permanent in­ternational bodies composed of delegates, most of whom were not in the diplo­matic service of their country.
